The Singapore-based FX software developer had its reinstatement request denied on grounds of potential trading manipulation and insufficient liquidity.

Platinum Analytics Cayman Limited (Nasdaq: PLTS), a Singapore-headquartered developer of FX trading software and data analytics solutions, has been ordered to delist from Nasdaq following a Hearings Panel ruling issued on 21 September 2026. Trading in the company's securities was suspended at the market open on 23 September 2026.

The Panel's decision followed an appeal by the company against an earlier Staff Delisting Determination issued under Nasdaq Listing Rule IM-5101-4. After a hearing held on 18 August 2026, the Panel affirmed the staff's original finding, citing two principal grounds: trading activity indicative of potential manipulation, and the company's failure to demonstrate sufficient liquidity to support a fair and orderly market.

What the panel found

The ruling included some findings in the company's favour. The Panel declined to uphold staff arguments relating to the prior involvement of Platinum Analytics' professional advisers with other companies that had experienced trading halts, anomalous trading, or FINRA enforcement matters, finding that this history did not, on its own, constitute valid grounds for delisting. The Panel also rejected the argument that the chief executive's Singapore residency was a delisting factor.

Those partial findings do not affect the outcome. The Panel's determination rests on the manipulation and liquidity concerns, and the suspension of trading stands regardless of the appeal outcome so far.

Platinum Analytics has said it intends to request a review of the Panel Decision by the Nasdaq Listing and Hearing Review Council under Listing Rule 5820. However, the company acknowledged in its announcement that such a request will not stay the suspension or the delisting, and that there is no assurance the review will succeed or that trading will resume.

Market and regulatory context

Delistings under Nasdaq Listing Rule IM-5101-4 are relatively uncommon and typically reserved for situations where staff and the hearings panel identify structural concerns about market integrity rather than simple non-compliance with quantitative listing standards such as minimum bid price or shareholder equity thresholds. The manipulation-related grounds cited here carry particular weight, as they relate to the integrity of the trading environment rather than the company's financial condition alone.

Platinum Analytics describes itself as a developer of FX trading software, data analytics and low-latency execution infrastructure for financial institutions in Asia and other emerging markets. Its products include an institutional spot FX trading platform and AI-driven analytics tools, and the company states it operates with support from the Monetary Authority of Singapore. The MAS connection relates to the company's Singapore subsidiary and its regulated operating environment, though the Nasdaq matter is a US securities law issue separate from MAS oversight.

Small-cap technology listings with a primary Asian operational footprint and a US exchange listing have faced increasing scrutiny from US regulators and exchanges in recent years, particularly where trading patterns diverge from those of comparable issuers. For enterprise software buyers and institutional counterparties evaluating Platinum Analytics as a technology vendor, the delisting and associated liquidity concerns are likely to raise due-diligence questions independent of the company's product capabilities.
